Koley has earned his Iowa Certified Municipal Clerk's certification, (ICMC) and a Certified Finance Officers, (CFO) certification through the Iowa State University Municipal Clerk's Institute..  Koley resides in Jesup with his family and has been employed by the City of Jesup since 2010.
